Accessing Mobility Tool+ requires signing in through EU Login, the European Commission’s single sign-on portal. This is where most of the access issues encountered by Erasmus+ project beneficiaries arise. Understanding what happens at the EU Login level—not just on the Mobility Tool+ platform itself—makes it easier to identify the source of a login problem.

EU Login and Mobility Tool+: two separate access layers

A common misconception is that Mobility Tool+ is a standalone system. In reality, EU Login is the shared gateway to several European Commission services. A login issue may therefore stem from the EU Login account or its verification method, rather than from Mobility Tool+ itself.

This distinction has practical implications. When a beneficiary organisation reports an access issue, troubleshooting starts with the EU Login account: the registered email address, password and active authentication method. The Mobility Tool+ platform only comes into play after that.

To learn more about the Mobility Tool+ login procedure, each step should be considered separately to pinpoint exactly where the issue occurs.

Multi-factor authentication on EU Login: what has changed

A notice from the European Commission stated that SMS authentication was to be discontinued on 30 June 2025. Users who had SMS as their only second factor can no longer complete the login process if they have not switched to another method.

EU Login alternatives include the EU Login Mobile app, a physical security key or a code generated by a compatible third-party app. You must switch to one of these methods before trying to log in to Mobility Tool+.

  • Check your EU Login account settings to see whether a multi-factor authentication method is still active and, if so, which one
  • If SMS was the only method configured, add an alternative immediately (the EU Login Mobile app or a security key)
  • Test the new method on the EU Login portal before trying to access Mobility Tool+, so you can isolate any configuration issues

This change does not affect Mobility Tool+ alone. It applies to every European Commission platform that uses EU Login, including portals associated with the EACEA.

Primary email address and access rights to the Erasmus+ project

Once EU Login authentication is successful, access to a project in Mobility Tool+ depends on the email address associated with that project when the agreement was signed. A valid EU Login account does not guarantee access to the project if the email address used differs from the one registered with the national agency.

The official guide from the French Erasmus+ agency outlines two scenarios. First, you do not know the primary email address. In that case, contact the national agency to retrieve it. Second, you know the address but cannot log in. The issue then relates to your password or EU Login authentication method.

Changing the organisation’s contact person

When the person managing the project leaves the organisation, the primary email address remains the one listed in the agreement. Access is not transferred automatically. The organisation must notify its national Erasmus+ agency of the change so the new contact person can be linked to the project in Mobility Tool+.

This is a recurring source of access issues, particularly for multi-year projects where administrative staff may change between the application and reporting stages.

Participant questionnaire and organisation access: two procedures not to confuse

The end-of-mobility questionnaire is not the project management interface. Mobility Tool+ automatically sends participants a link to complete their mobility report (the Participant Report). This link does not provide access to project management.

Conversely, a project coordinator who needs to complete the final report must sign in through EU Login and access the full Mobility Tool+ interface. Confusing the two processes delays reporting and may trigger reminders from the national agency about submission deadlines.

  • Participants receive a direct link by email and do not need an EU Login account
  • The beneficiary organisation accesses the Mobility Tool+ platform via EU Login to monitor the project, enter mobility details and complete the final report
  • If in doubt, the French national Erasmus+ agency can direct you to the right procedure

The Mobility Tool+ platform functions as a management layer built on EU Login authentication. To resolve any login issue, first determine whether it stems from the EU Login account (verification method or password) or from the link between the email address and the Erasmus+ project. Checking the multi-factor authentication method before taking any other steps should be the first thing to do since SMS was discontinued as a second factor.
